The principle of freedom of expression applies not only to “information” and “ideas” that are favorably received by the public or considered harmless or neutral, but also to those that offend, shock or outrage the public. These are the demands for pluralism, tolerance and the need to hold broad views, without which there can be no “democratic society”.
